Describes the reflectivity of TiO2 paint.

Usage in the offline software:

See PhotonTransport/PhotonLookupTable.h for implimentation. This table is used only by the full optical simluation (PhotonFullBlueTracker), not the default. It provides the reflectivity spectrum for the TiO2 extrusion.
