Calibrates out timing jumps due to hardware changes in the FD from August 2003 to October 2004

Usage in the offline software:

See Calibrator/CalTimeJump and Calibrator/PulserTimeCalibrator for details. Used to calibrated times on given VA chips back to reference time (Aug 2003)

Validation for entering new data:

Has been tested by Cambridge group
